Chan Myae Myitta Development Association (CMMDA), one of the SUN CSA Steering Committee Members, participated in this course. The training was attended by Daw Nant Kabyar Thwe, Senior Staff and Ye Min Htwe, Project Officer. The training period lasted for 5 days from 18.1.2021 to 22.1.2021. This course is especially suitable for those who are working on project design. CMMDA learned the concept of behavior change, the role of change agents in the process of planned behavior change, how to select and define the feasible, effective and realistic behavior statements, identifying priority and influencing groups,, identifying the enablers and barriers that influence the behavior,, how to conduct a formative research, barrier analysis or Doer/Non-Doer study, coding, tabulating and analyzing the data, and translating the data to the relevant objectives and activities during this training. Two participants will be involved in CMMDA team sharing and formulation of WASH and Nutrition program of CMMDA.

Project team conducted PHAST multiplier session at community level with community volunteers in all 8 villages. In this session, project could influence 700 communities (293 men, 407 women) in 8 targeted villages.

This training was conducted by dividing two sessions at Aung Myae Thar Monastery, Nyaung U Township. The first session of training was organized with 38 participants (11 men, 27 women) from all CMMDA office, Htee Pu, Kaung Nyo and Da Hat Kan villages on 28th, 29th, 30th November 2016. The second session was organized with 50 participants (27 men, 23 women) from all CMMDA office, Kyan Ti, Ywar Lu, Phyu Htwar, Kyoet Pin Thar and Hman Taw villages on 1st, 2nd, 3rd December, 2016. The followings were what is PHAST and it focus on what. PHAST is an acronym for Participatory Hygiene and Sanitation Transformation, which is a community management tool, designed to promote the empowerment of communities. It enables communities to identify and analyze their problems and make informed decisions on what options they want to pursue as their solutions. It also allows communities to monitor and eventually evaluate these activities to check for progress and document lessons learnt. This makes it an effective hygiene promotion tool as it ensures that beneficiaries benefit from the installed facilities for water and sanitation because they have improved hygiene behavior. PHAST aims to ensure that the installed water and sanitation facilities deliver optimum health and social benefits, which can be sustained at the community level in the long term. PHAST consists of seven steps: 1.Problem Identification, 2.Problem analysis, 3.Planning for solution, 4.Selecting for solution, 5.Facility and behavioral change, 6.Planning for monitoring and evaluation, and 7.Participatory evaluation.

The study was conducted in the 8 villages of Nyaung U Township in the Dry Zone of Myanmar, Mandalay Region show in following table. Of the 8 villages targeted by Htee Pu Project implementation Area, 8 villages will selected by PPS method. In each sample village, 25 household interviews and one key informant interview will be conducted. Focus Group Discussions will be carried out in 5 villages under Htee Pu (Sin Lu Aing) Village Tract. A summary of Sampling plan is presented in the below table. Study team will be carried out desk review and analysis of available project data and Documents including project log-frame, PLAN Myanmar Gender Assessment and other relevant documents and Previous Monitoring and Evaluation (M&E) Data and Analysis information to get overall picture of the project design. This survey will be applied both quantitative and qualitative methods. In the quantitative method, a household questionnaire, a checklist and 2 individual interview questionnaires, one for age 10-14 years old and another for age 14-64 years old community members will be used. In the qualitative method, focus group interviews with general population and key informant interviews with the local authorities and village elders will conduct.

Project teams organized community members and explained ways of project implementation. It included why we need VDCs, committee size, member criteria, member selection process life span of VDC and roles and responsibilities of VDC. Community members were brainstormed for selection steps as follows; Committee size: Size of the committee will be based on HH numbers of villages. Tentative size range will be 9-13 members and gender balance will also be considered surely. Plan/CMMDA will prefer odd numbers of committee members. Member selection process: VDC Members will be selected through village mass meeting and series of discussion. Members will be assigned Chairperson, Secretary, Treasurer, bookkeeper, auditor and members. Among the members, specific duties will be assigned based on development sectors. Here, sectors will be WASH working group (infrastructure, hygiene promotion etc), Livelihoods working group (animal raising, microfinance, saving loan etc). Other working groups will also be emerged based on project needs. Assigned members will be the lead of sectors working groups. VDC is Decision making level and working group is implementation level. Management decision will be done by VDC through proposal and submission from different working groups. Life span of VDC: Life span of VDC will be based on annual basic and reselected through village mass meeting. If one member is not able to perform his/her duties, member selection will be started within one month by discussion and decision of VDC members. Other management and decision making for emerging issues like mis-management of activities will be developed under agreement of all VDC members. Plan/CMMDF will facilitate the whole process.

Water, Sanitation and Hygiene (WASH) project in Htee Pu village tract, Nyaung U were initiated to implement with support of Plan Internal Myanmar and donation of Austria National Organization (ANO) in July, 2016. Before project beginning, CMMDA team made advocacy to all departments, NGOs and INGOs in Nyaung U Township and village leaders and beneficiaries in project area. As process of advocacy, it involved highlighting project title (WASH project), project duration (3 financial years) and project objective (to have good hand washing behavior, to live in Open Defecation Free (ODF) communities and to have access to sufficient and safe water). The following contents of project description were that this project focuses on improving sanitation and hygiene practices in 8 villages for over 4,200 direct beneficiaries. It shifts the focus of existing work from water infrastructure to hygiene and sanitation practices. It moves away from delivering sufficient safe water in a community, to focus on hygiene and sanitation. It incorporates sanitation marketing into PLAN programme for the first time, and has a dedicated approach to address gender and disability.
